The OIC has compiled the most frequently asked questions about coming or returning to NCCU for the Fall 2022 semester. We are including links to other relevant pages and will continue to update this page throughout the summer. If you have questions that are not answered by these FAQs, please contact the OIC or your department/program office.

For current (continuing) students holding a valid R.O.C. (Taiwan) Alien Resident Certificate

What are the up-to-date health monitoring measures for people entering Taiwan?
Please check the CECC measures.

How the current "3+4" quarantine works?
ALL students MUST undergo the three-day quarantine and four-day self-initiated epidemic prevention in the same quarantine hotel or self-arranged location (the rule of one person per residence should be observed).

Do I need to apply for an entry permit to enter Taiwan?
Students holding a valid R.O.C. (Taiwan) Alien Resident Certificate are allowed to enter Taiwan with no need to apply for an entry permit.

How do I prepare to re-enter Taiwan?

  1. Make sure your Alien Residence Certificate (ARC) is still valid by the time you are coming back. Note that you can extend your ARC online outside of Taiwan, if your ARC is expired by the time you return. Make sure to extend ARC for six months so as to download an electronic ARC. If you apply for one year extension, a card will be automatically issued in Taiwan. That means you will need someone to pick up your card at the Immigration Agency and send it to you. In case your ARC is already expired, you are required to notify OIC in order to apply for a serial number issued by the Ministry of Education. Note that you are not able to apply for your visa at Taiwan overseas offices without the serial number.
  2. Read the CECC’s health monitoring measures for travelers entering Taiwan.
  3. Arrange flight and book quarantine hotel.(Taiwan Tourism Bureau Quarantine Hotel Booking Info)(Taipei Quarantine Hotel)
  4. Fill in the return form to notify the OIC that you are coming back. 
  5. Enter data into Quarantine System for Entry WITHIN 48 hours before flights arriving in Taiwan. Read FAQs concerning Quarantine System for Entry. Data entered into system 48 hours before flights arriving in Taiwan are ineffective. All arriving passengers are required to provide a Taiwan mobile number in the system. If you have a Taiwan mobile number, you may complete the entry before boarding.
  6. Make sure to bring your Taiwan SIM card with you. You can apply for a new SIM card to a telecom service provider or apply to reactivate your Taiwan SIM card at Taiwan airport.

Am I able to quarantine in self-arranged facilities?
Yes. You should observe the rule of one person per residence in your quarantine location for 7 days.

What do I do upon arrival at a Taiwan airport?

  1. Purchase a prepaid SIM card or reactivate your SIM card before going through immigration (if necessary).
  2. Complete your health declaration and quarantine registration in Quarantine System for Entry if you haven’t completed it.
  3. Show the Health Declaration Certificate message in your mobile phone to the quarantine inspector.
  4. Go through passport control and customs.
  5. Claim luggage.
  6. Take a PCR test at airport.
  7. Take a quarantine vehicle to a quarantine hotel or a self-arranged quarantine location.

Will the OIC help arrange a quarantine hotel for current (continuing) students?

Am I eligible to apply for government compensation for my expense of staying in quarantine hotel after quarantine?
According to Compensation System for Periods of Isolation and Quarantine for Severe Pneumonia with Novel Pathogens, persons eligible for application must fufull "DID NOT travel to countries or territories with Level 3 travel notice (Chinese page) unnecessarily (Chinese page) since 2020/03/17”. Only travel with one of the four purposes (mandatory business, bereavement, family members who are on the brink of death or underwent surgery due to serious illness, personal life-threatening illness that have to treated overseas) is considered as necessary. For this reason, current students retuting to Taiwan stand a very slim chance of the compensation. For questions about eligibility for application, you need to call the 1957 hotline. The OIC is unable to help in any way. 

What are the rules of four-day self-initiated epidemic prevention?
Complete the self-initiated epidemic prevention period in quarantine location and must not visit campus, attend classes, work, or go out unless necessary. During this period, if it’s necessary for you to go out, first contact your hotel or call 1922 hotline (if you quarantine at home) to inquire about the rules of going out and whether your reason is considered as necessary. Epidemic prevention rules to follow during the self-initiated epidemic prevention period: 

  • Avoid going outside unless necessary.
  • A negative result from an at-home rapid test taken within two days should be presented if an arrival needs to go out.
  • Masks must be worn at all times when outside and social distancing must be maintained.
  • You are not allowed to dine out.
  • Avoid going to crowded venues or contact with nonspecific persons.
  • Non-urgent medical services or examinations should be postponed.

For new students coming to NCCU for the Fall 2022 semester

Please follow email instructions from OIC to manage your entry. To come for the fall semester, you'll need your visa AND an entry permit (amongst other things). Please keep in touch with OIC to proceed with your entry application.
